I have the honour to inform Your Lordship that it has been represented to me that Mr. J. S. Gill, 3rd. Grade Clerk in charge of the Kowloon Post Office has found it impossi- -ble to maintain and educate his children on his present salary
of £100 per mensem.
2. Mr. Gill, who has been in the service of the Government for nearly 18 years, has little prospect of promotion for some time, and his family, which consists of six girls and two boys of ages ranging from 1 year to 15 years, are at an age when education and clothing must be a very heavy item in his
household expenses.

I consider this to be a most deserving case and
I would therefore recommend that, as in the case of Mr. Dillon
dealt with in Sir F. H. May's Confidential Despatch of the 4th July, 1918, Mr. Gill may be allowed to draw a special non- -pensionable allowance of $25 per mensem from the lat. August,
1919.
